Don't tell them you are a reporter
As I've [commented before][1], even when you *know* what you're looking for exists, there's no enforcement mechanism to compel performance. The idea that this moratorium, a major city-wide policy directive, happened without some kind of paper or electronic trail, is simply not credible. As usual, it all depends on whose ox is getting gored. If he weren't affected personally, he wouldn't have made all that effort—or expected the system to work *for him* as a VIP. Sadly, Julie, I've found that there are a number of naysayers on here hellbent on eliminating anything if it has the tag *historic*. Whatever evidence is presented, nothing trumps their misinformed "opinion" over [every objective standard][1]. Doesn't matter how often you point out there's [no reason to their arguments][2]; they just revel in being contrary, like children giddy at their own naughtiness in saying "poopy" and "peepee" over and over again. The last paragraph of that *VoSD* piece sounds very relevant to this new lawsuit: >Habib does use a tow yard out of Chula Vista now, though. Four years ago, that city cited him for operating the yard without city approval and for building an office without a permit. He still hasn’t resolved everything. Habib owes the city of Chula Vista more than $20,000 and the fines are growing by the day. It seems there's a pattern to some immigrants who make it big [claiming discrimination when called out for bad behavior][1]. (And begs the question how they could have made it big, if such bias is as outrageous and pervasive as they claim.) But mostly, this hurts those who really do suffer having their claims doubted as yet another one of "them" crying wolf.
