Walmart and McDonalds are going to hire employees from the "targeted" areas regardless of whether the credit exists or not. Drug manufacturers are not building factories in southeast San Diego to earn credits for hiring and training the disadvantaged for $20 an hour jobs. The credit is not creating jobs or economic growth. The credit is a blatant ploy to shift taxes from corporations onto the backs of the dwindling middle class.— June 6, 2013 11:12 p.m.

Most of the credits are claimed by retailers like Walmart, fast food chains, and other businesses with high employee turnover. The credit does not encourage Walmart to build more stores or hire more workers. Walmart would hire the same number of employees with or without the credit. The credit is a tax giveaway. Small business owners are not going to want to hire employees who qualify for the credit. Most small business owners hire illegal aliens who can't qualify for the credit or pay their employees in cash under the table. Most welfare recipients work full time for cash under the table while also collecting government benefits. This is certainly no secret.— June 6, 2013 8:49 p.m.

Pacific Bluffs was in fact built in 1965. I used to walk through the condos on the weekends when they were under construction. Mayor Pete Wilson and his wife owned a condo at Pacific Bluffs. Balboa Mesa Shopping Center opened in 1969. It was anchored by W.T Grant's, a large discount department store. Grant's did not survive the Arab Oil Embargo and went out of business in 1973. In Fiscal Year 2013, the City budgeted $17,466,309 in operating expenses for Petco Park. The Padres are required to pay the City $570,850 in rent, and $927,430 in reimbursement for police services. And that's it. I do not know what the "ownership group" pays on the debt each year, but in fiscal year 2013 the City budgeted $11.3 million for debt service on Petco bonds. The Padres are not contributing to the City's $11.3 million debt service expense. I think the "ownership group" can and should cover the entire $17.47 million. If I remember correctly, the Port District built some parking structures with Port funds to support Petco Park. The article in the U-T announcing the closure states the building was sold to the charter school for $7 million, so I assume the deal closed. I assume that the portion of the $12 million purchase price allocable to the newspaper operation is a total loss, at least it appears that way to me.
