At one point during the hearing, Commissioner Hart chastised a La Jolla resident who had risen to protest, “You still have the Children’s Pool. Well, for half the year, anyway. And you will note that the charter for the Children’s Pool doesn’t specify whose children. Quite frankly, we’re outbreeding the people of La Jolla by several orders of magnitude. Be grateful we haven’t acted on that. Yet."
