Bonnie Dumanis may be out as the county’s district attorney, having stepped down last month — thereby giving her establishment-backed successor Summer Stephan the advantage of the incumbency to run for election next year, but the ex-DA still has some bills to pay.
The semi-annual disclosure filing for Dumanis’s 2014 reelection campaign shows she personally lent the committee $7000 on June 6. This latest advance brings Dumanis’s total outstanding loans to her reelection fund to $47,000, including an earlier loan of $40,000 she made September 10, 2014, that was never paid back.
During the first six months of the year, the campaign paid out $6000 to the Gemini Group for consulting work. The firm is run by Jennifer Tierney, longtime political operative for both ex–city councilman and current California assemblyman Todd Gloria as well as Dumanis. Tierney also has worked extensively on behalf of the re-election campaigns of a phalanx of superior-court judges loyal to the district attorney’s office, creating possible conflicts of interest for the exiting D.A.
In addition, Tierney figured prominently in an August 2016 controversy over a $10,000 cash payment the Gemini Group received from the Dumanis campaign after Tierney was called as a prosecution witness in the federal case against Mexican billionaire Jose Susumo Azano Matsura. He was subsequently convicted of secretly channeling cash to Dumanis’s 2012 bid for San Diego mayor.
