Owners of two companies were arraigned in federal court yesterday (April 21) for allegedly using fraud to get contracts of $11 million that had been specifically marked for service-disabled, veteran-owned businesses.
Andrew Otero and Roger Ramsey and their companies, A&D General Contracting and Action Telecom, were named in a 14-count indictment returned April 7 by a federal grand jury.
The indictment charges that they formed a joint venture and falsely claimed that their firms qualified as businesses owned by service-disabled veterans. They are charged with defrauding the federal government.
