San Diego ranks 16th in teams and performance, but a lowly 194th in costs and fan engagement.
The best football city is Green Bay, Wisconsin. It is followed by Clemson, South Carolina; Pittsburgh; Tuscaloosa, Alabama; East Lansing, Michigan; and Denver.
