An American in search of some pay-for-play sex in Tijuana on Good Friday inadvertently led police to a man pimping out teenaged girls after the American's wallet was stolen by a 13-year-old prostitute.
In a March 30 statement, Tijuana's department of public safety gave the following account of the incident:
About 7 a.m. on Friday, March 29, Quintín Brown, identified only as a citizen of the United States, reported that his wallet had been stolen at a motel in the Zona Norte, Tijuana's notorious red-light district.
Brown told officers that a man later identified as Arturo Martínez Díaz had taken him to the motel, where Martínez Díaz said he would bring two girls with whom Brown could have sex for $60 each.
But, when Brown realized the girls were minors, "he decided to cancel the contract." After Brown left the motel, he discovered his wallet containing $300 and his personal identification was missing, so he sought the help of police officers patrolling downtown Tijuana.
The officers detained Martínez Díaz, 31, and a 15-year-old girl identified only as "Janeth Fernanda N" because of her age.
Janeth told police that Martínez Díaz was her "representative," as well as that of a 13-year-old friend identified by authorities as "Johana N."
Each girl was obliged to pay Martínez Díaz $60 for each client he brought to them, and, in the event the client decided not to to make use of their services, $20.
(The $60 figure is what the police department report says, even though taken on its face, does not allow for a profit for the girls.)
"Since the American rejected the service when he saw they were minors, and they had no money, they decided to steal the wallet to cover the fee demanded by their exploiter," the police statement said.
Police arrested Martínez Díaz and Janeth Fernanda, whom they described as "his pupil," but were apparently unable to locate Johana, identified as the likely wallet thief.
