A reworking of the undying dead-ringer-for-royalty theme (The Prince and the Pauper, The Prisoner of Zenda, State Secret, and closest of all, The Magnificent Fraud), in this case a New York actor shoehorned onto the four-inch lifts of a Caribbean dictator. The initial setting of the scene shows some nice attention to detail (e.g., the golden bodice that rockingly cradles Sonia Braga's bosom as she undulates alongside Sammy Davis, Jr.). But soon enough the antics succumb to some piously "correct" politics, a schizophrenic romantic angle (the woman is part pampered sex kitten, part voice of conscience), and the inherent tedium in the entire premise.
