Try this on for size. Two underlings with the NSA (National Security Assholes, or something) take it upon themselves, without clearance from their iron-fisted superior, to test their new two-million-dollar secret code by running it past the "geeks" who subscribe to the World of Puzzles periodical. An autistic nine-year-old in Chicago cracks it in a blink, and phones in for his prize. The boss, now put into the picture, orders the extermination of the boy and his entire family. This in no way would provide a solution to the problem, but it provides a premise for an assembly-line paranoia thriller, complete with noisy helicopters and trains, a freeway chase, robotic assassins, computers, a lone-wolf hero, a girl, all the standard parts.
