Join the City of Encinitas and SANDAG for the grand opening of the El Portal Undercrossing in Leucadia. The ribbon-cutting ceremony includes a speaking program from local leaders. A free community event will follow with City of Encinitas and SANDAG project booths, giveaway items and face painting for all. Giveaway items are available while supplies last. .
