Soapy Joe's family-owned car wash, is opening its 15th location. In addition to free car washes to the public, the festivities will feature Raul Campillo, San Diego City Councilmember for District 7, and Rob Hutsel, President and CEO of the San Diego River Park Foundation, who will be receiving a $1,000 donation in support of the non-profit organization.
