Howard, $5.4 million, fifth; Kevin D. Mitchell $5.2 million, sixth, and Michael Fanghella $4.1 million, eighth. They are all personal income tax delinquencies. Here are other personal delinquencies: Jung H. Kwak, Carlsbad, $782,000; Andrea L. Brown, El Cajon $730,000; Quang M. Lieu, El Cajon $623,000; Lawson M. Brown II 560,000; Glenn R. and Linda Smith, Rancho Santa Fe $422,000; Matthew Green 406,000; Randal W. Navarre $359,000; Stephen R. Miller, Fallbrook $346,000; Gregory Smith and Melinda Gibbs $341,000. Among those with the highest corporate tax delinquencies are Independent Interpreters, $708,000 and Thunderbird Gaming, Poway $389,000.
